It was during the Chicago Convention of December 7, 1944, on international civil aviation that the first recommendations on practices and standards related to safety measures on aviation risk were established.

These were adopted by the Council on May 29, 1951, under the title of Annex 14. The contracting states to the International Civil Aviation Organization (ICAO) must respect the provisions of Annex 14 and bring their national legislation into line with these provisions as a minimum.
